IMPLEMENTATION
OF THE MACHINE READABLE PASSPORT (MRP)
The Philippine Consulate General in Shanghai
advises the public that starting Monday, 15 June
2009, it will accept and process applications for the
Machine Readable Passports (MRPs).
Processing of MRP
applications will take six (6) weeks. Applicants are,
therefore, advised to submit their applications at least three (3) months
before their scheduled travel, before the expiration of the Chinese visas,
or before the expiration of their regular green passports, to avoid
inconvenience. Applicants are also reminded that Philippine passports may
be renewed six (6) months before the expiry date.
All regular green
passports issued earlier will remain valid and will be honored by
immigration authorities worldwide until the expiry date stated in their
passports.
All applicants,
whether those applying for a renewal of their passports or those applying
for the first time, MUST APPEAR PERSONALLY at the Consular Section of
the Philippine Consulate General to affix his thumb mark and sign his
application form. Applications by mail will not be accepted.
Please observe the
following procedure when applying for a Machine Readable Passport (MRP):
Step 1 (Fill-up MRP
Application Form)
1.
Prepare the
following documents for Renewal of passport:
a.
Duly accomplished
Passport Application Form (available at the
Philippine Consulate General or can be downloaded at
www.philcongenshanghai.org). The form must be printed on
legal size paper (8.5in x 14in);
b.
Four (4)
passport-size pictures with royal blue background. Applicant should be in
decent attire with collar. Photo must be of good quality and must have been
taken within the last six (6) months. Photo size: 4.5 c, x 3.5 cm. Full
Frontal Facial image size: Not Less than 3 cm. Face: Full frontal shot; The
Consulate General has the right to reject photos that do not comply with
specifications.
c.
Photocopy of data
page (page 1), and last page containing signature of signing officer of
current passport;
d.
Photocopy of
passport page containing valid visa.
Note: Please
present the original documents for verification.
The Consulate General reserves the right to require additional
documents deemed necessary to help establish the identity of the applicant
such as Company ID, Driver’s License, PRC License, Marriage Certificate,
Birth Certificate, etc.
2.
Prepare the
following documents for new passport (for those born in China):
a.
Duly accomplished
Passport Application Form (available at the Philippine Consulate General or
can be downloaded at
www.philcongenshanghai.org).
The form must be printed in legal size paper (8.5in x 14in);
b.
Photocopy of
parent's current passport data page (page 1) and last page containing
signature of the signing officer;
c.
Photocopy of
parent's passport page containing valid visa;
d.
Report of Birth
(if not yet applied for, present authenticated
birth certificate from the Chinese Ministry
of Foreign Affairs);
e.
Marriage contract
of parents (if married in the Philippines) or Report of Marriage (if married
in China or in another country); and
f.
Four (4)
passport-size pictures with royal blue background. Applicant should be in
decent attire with collar. Photo must be of good quality and must have been
taken within the last six (6) months. Photo size: 4.5 c, x 3.5 cm. Facial
image size: Not Less than 3 cm. Face: Full frontal shot; The Consulate
General has the right to reject photos that do not comply with
specifications.

3.
For seafarers:
a.
Submit the
documents mentioned in item 1 for renewal of old passport;
b.
Certification from
the shipping agency;
c.
Copy of Crew List;
d.
Copy of Seaman's
Book; and
e.
Copy of Philippine
Coast Guard ID.
Note: Please
present the original documents for verification. The Consulate General
reserves the right to require additional documents deemed necessary to help
establish identity of the applicant.
4. Present the following documents in case of LOST PASSPORTS:
a.
Copy of lost
passport (if not available, authenticated birth certificate);
b.
Authenticated
marriage contract (if lost passport is under married name);
c.
Copy of visa;
d.
Confirmation of
lost passport issued by the Public Security Bureau
(PSB) where passport was lost;
e.
Affidavit of lost
passport executed at the Consulate General (fee: RMB 250);
f.
Four (4)
passport-size pictures with royal blue background. Applicant should be in
decent attire with collar. Photo must be of good quality and must have been
taken within the last six (6) months. Photo size: 4.5 c, x 3.5 cm. Facial
image size: Not Less than 3 cm. Face: Full frontal shot; The Consulate
General has the right to reject photos that do not comply with
specifications.
g.
The Consulate
General reserves the right to require additional documents deemed necessary
to help establish identity of the applicant.
Note: Please
present the original documents for verification. After submission of
documentary requirements, there is a prescribed clearing period of fifteen
(15) days prior to issuance of a replacement. All passports not issued by
the Philippine Consulate General shall be replaced only upon receipt of
confirmation from DFA-Manila. Fee for replacement of lost passport is
RMB 900.00
5.
Present the
following documents for those who wish to adopt their husband's surname:
a.
Duly accomplished
Passport Application Form (available at the Philippine Consulate General or
can be downloaded at www.philcongenshanghai.org). The form must be
printed in legal size paper (8.5in x 14in);
b.
NSO/DFA
authenticated marriage contract (if married in the Philippines);
c.
Report of Marriage
(if married in China or in other country),
d.
Photocopy of
passport data page (page 1) and page containing the signature of the signing
officer of husband and wife; and
e.
Photocopy of
passport visa page of husband and wife.
Note: Please
present the original documents for verification. The Consulate General
reserves the right to require additional documents deemed necessary to help
establish identity of the applicant.
Step 2 (Filing of
Application)
1.
Submit the
documents to the Philippine Consulate General through any of the following
means:
a.
Walk-in: Bring
completed MRP application form, passport, and other requirements mentioned
above to the Consular Section of the Consulate General during office hours.
Processing of applications will be done immediately, and on a first-come,
first-served basis.
b.
By E-mail: Scan
the above documents and e-mail the scanned copies to:
passport@philcongenshanghai.org
The Consulate General will
advise the applicant the date of his/her personal appearance through email
only. All dates of personal appearances through email are final and cannot
be changed. Those unable to come on their confirmed date must inform the
Consulate General immediately in order to re-schedule his/her appointment.
c.
E-mail applicant
proceeds to the Consular Section to do the following:
i.
Present original
current passport;
ii.
Verify the data in
the computer-generated form;
iii.
Attach photo,
affix signature and thumbprints to the computer-generated form; and
d.
Pay passport fee
of RMB 500.00.
Step 3 (Submission
of Form to DFA-Manila)
1. The Consulate
General forwards the MRP computer-generated forms to the Office of Consular
Affairs, DFA Manila.
2. Processing
time will take minimum of 45 days from the time the application is submitted
to DFA-Manila to the time it will be processed. MRPs will then be delivered
to the Consulate General through DFA-Manila's appointed courier service.
Step 4 (Releasing of
MRPs and Cancellation of Old Passports)
1.
The Consulate
General will post a Notice of Release in its website and yahoo group, and
will contact the applicant concerned through the telephone number provided
in the application form.
2.
At the appointed
date of release, the applicant presents the official receipt and green
passport. The applicant signs the receiving copy of the MRP. The old
passport will be cancelled and returned to the applicant.
Important Reminders
1.
Declare lost
passports as soon as possible to avoid delay in the issuance of a new one.
2.
Apply for a
renewal of passport at least three (3) months before the expiry of the old
passport.
3.
Passports are
released only to applicants. Passports may be released to immediate family
members (spouse, sibling, parent, child of legal age) upon presentation of
an authorization from the passport applicant.
4.
Check all data in
the passport upon release. Passports found to have errors will be replaced
gratis if presented for correction within three (3) months from date of
issuance.
5.
Passports
unclaimed after six (6) months from date of issuance will be cancelled per
Department Order 37-03.

Consular service is from Monday to Friday only. Passports are released after
six (6) weeks. This schedule allows for the sending to Manila and back to
Shanghai of the documents by courier service.

Releasing Time :
IMPORTANT REMINDERS:
A.
Present for proper cancellation
your passport together with your receipt when claiming your new
passport. The new passport will NOT be released unless the old
passport is presented.
B.
Check all data in the
machine-generated form before signing. Passports found to have printing
errors may be replaced subject to another payment and six weeks processing
period.
C.
Passports are released only to
applicants or to immediate family members (spouse, sibling, parent, child of
legal age) authorized in writing by the applicant.
D.
Declare lost, valid or expired
passport to avoid delay in the issuance of a new one.
E.
Passports unclaimed after 6
months from the date of issuance will be cancelled per Department Order
37-03.
* BIRTHS, DEATHS, AND MARRIAGES OF FILIPINO CITIZENS TEMPORARILY RESIDING
IN CHINA SHOULD BE REPORTED AND REGISTERED WITH THE PHILIPPINE CONSULATE
GENERAL, REPORTS OF BIRTH, DEATH AND MARRIAGE ARE TRANSMITTED TO THE
NATIONAL STATISTICS OFFICE IN MANILA.
